BACKGROUND
The Global Network for Sustainable Housing (GNSH)
The GNSH is an international partnership linking practitioners, academics and organizations that are leading the policy development, research and design for environmentally, economically, socially and culturally sustainable housing. Through the partnership, GNSH members share experience and expertise, and develop strategies that promote affordable and sustainable housing practices in developing and transitional countries and cities.

Established through the United Nations Human Settlements Programme (UN-Habitat), GNSH encourages this work through the use of local and traditional building materials and vernacular architecture, integrated neighbourhood design and urban planning, and supporting social processes towards the realization of the right to adequate housing. GNSH is also an ever-expanding group that welcomes new partners with similar values and objectives.

UN Habitat functions as the Secretariat of the GNSH. It coordinates GNSH activities and compiles partners’ inputs into strategic or project documents. All partners have equal voting rights and voluntarily contribute to the agreed activities within their respective areas of expertise. The network is a democratic organisation which welcomes all opinions and is committed to fostering a spirit of friendly collaboration. Partners will meet as often as feasible to formulate and monitor the strategic direction of the network and identify suitable projects or collaborations.

The Global Housing Strategy (GHS)
The GHS encourages the formation and participatory management of multilateral partnerships at the national and local level to ensure a “level playing field” of negotiations; the enrichment of the global strategy by localised, contextualised successful projects, programmes and strategies (depending on the needs of the country) and; more importantly, the promotion of inclusive, gender based, rights based equity measures for the urban poor.

In addition, one of the key expected outcomes of the GHS is to contribute to reviewing and/or redefining the role of governments beyond enablement, towards reassuming a leadership role in: (a) encouraging pro‐poor performance of the markets, (b) facilitating and supporting demand capabilities of economically weakest sectors of the society; and (c) promoting a variety of housing solutions matching the different demands. While elaborating national housing policies, strategies and programmes governments should consider the links with economic development, employment generation and poverty reduction policies, and through promoting sustainable and more cost‐effective building technologies and materials.

In the sequence of the GC 24/9 Resolution Approval, steps were made to mobilize resources and UN-Habitat’s Housing and Slum Upgrading Branch is now in the process of implementing the GHS at national level, starting with six pilot countries. This consultancy is aimed at supporting the implementation of the GHS, in line with UN-Habitat’s core principles of housing sustainability, inclusiveness and adequacy.

Mediterranean City to City Migration Project (MC2CM)
The Mediterranean City-to-City Migration Project (MC2CM) brings together experts and cities to contribute to improved migration governance at city level, including migrants’ access to adequate housing, basic services, and human rights. The project is funded by the European Union through the Directorate General for Neighbourhood and Enlargement negotiations and co-funded by the Swiss Agency for Development and Cooperation. Implemented since 2015, the project is working with the cities of Amman, Beirut, Lisbon, Lyon, Madrid, Tangiers, Tunis, Turin and Vienna to increase the knowledge base on urban migration and nurture a peer-to-peer dialogue to support mutual learning on specific urban challenges such as social cohesion, intercultural dialogue, employment and provision of basic services for migrants, among others.

This position is located in the Housing Unit of Housing and Slum Upgrading Branch (HSUB), UN-Habitat, Nairobi. The incumbent reports directly to the Head of Housing Unit. 

RESPONSIBILITES and DELIVERABLES 
The consultant, in collaboration with the unit coordinator and the unit team will be responsible for the following tasks:

            Global Network for Sustainable Housing

  1. Function as the Secretariat of the Global Network for Sustainable Housing, with the purpose of accurately representing Network Partner’s positions and activities within the context of the Network both to an internal and external audience;
  2. Support the coordination of activities from the Global Network for Sustainable Housing, including reporting activity, media outreach, coordination of fundraising activities and dissemination of network internal and external information relevant to partners.
  3. Knowledge-sharing by way of the network’s online platform. This includes external knowledge-sharing by uploading publications to the library, sharing details on past and on-going projects as well as news, events, or calls for proposals. Internal knowledge sharing with Network partners of relevant articles, planned projects or possible sources of funding;
  4. Participate in teleconferences or in-person gatherings organised by the Secretariat. These events will provide a forum for network partners and members to share experiences and new sustainable housing technologies and designs, and network and develop stronger partnerships for future collaborative work; and
  5. Support side-events, special sessions, and/or roundtables on this thematic area at relevant conferences held by partner organisations.
  6. Participate in in-person meetings or through teleconferences as it is deemed necessary and opportune, to formulate and monitor the strategic direction of the network and guide programme implementation.
  7. Global Housing Strategy

    1. Provide technical support and contribute to the implementation to the Global Housing Strategy and the Housing at the Centre Approach, including through assessing what is lacking in terms of institutional, regulatory and financial frameworks, facilitating and assisting in the process of capacity building of government to develop strategies for implementing policies directives, action plans and specific programmes to address country priorities in terms of housing, especially for the most poor;
    2. Provide general support to the team in work planning and coordination of the Housing Policy portfolio, including research/normative papers and reports in best-practice tools and principles related to sustainable and affordable housing; publications and technical notes on sustainable affordable housing;
    3. Provide general support to the development of the Housing at the Centre Approach
    4. Contribute to reviewing current good practices and innovations in the housing policy sector, developing/managing new projects, and exploring ways forward for UN-Habitat to enhance the impact of the Global Housing Strategy and the country and regional levels;
    5. Review national housing policies, national housing sector profiles, partners’ and UN-Habitat project proposals/publication drafts with a focus on the sustainability of the housing sector.

    Mediterranean City to City Migration Project

    • To facilitate cooperation among city representatives and experts by instituting a city representative and expert network in Southern Mediterranean and European cities for stakeholder dialogue, data collection and the development of pilot projects.
    • To increase migration-related knowledge by collaborating on city migration profiles identifying the migration situation, and cities’ priorities, capacities and practices for migrants’ access to rights, including the right to adequate housing and basic services;
    • To enhance the exchange of technical expertise between cities on topics related to migration governance; namely access to adequate housing and basic services.
    • To enhance communication within the network and towards the public at large by participating in partner meetings, city network meetings, international conferences, and sharing knowledge amongst the partner network via IT-based information-gathering and exchange tools (including expert network; data and document repository);
    • To engage in participatory processes of problem identification through city stakeholder groups and the consequent elaboration of city priority papers that can serve as a foundation for the development of targeted projects
 

COMPETENCIES

  • Thorough understanding of the dynamics of the human settlements sector in developing countries, including the constraints posed to housing delivery and institutional requirements best applicable to the given context; knowledge of concepts and approaches relevant to housing policy development, mainstreaming human rights with a focus on The Right to Adequate Housing, specifically in the areas of low-income housing and related, as well as good understanding of practice in the housing policy sector in developing countries.
  • Excellent written and verbal communication skills in English and French, and ability to articulate complex ideas in a clear and accurate manner including the ability to present the content of the thematic area in a clear and concise manner.
  • Planning and management skills: ability to co-ordinate programme delivery, establish priorities and plan, coordinate own work plan and projects, use time efficiently and apply judgment in the context of competing deadlines.
  • Adaptability, flexibility and resourcefulness in terms of working in a complex and dynamic environment, which may be faced with resource constraints at times; flexibility and ability to think “outside the box”, and offer new and different options to solve problems or meet client needs.
  • Partnership management and liaison: ability to coordinate work flow, programme activities, and project deliverables with external project partners and local governments in various languages including English, French and Spanish.

EDUCATION

  • Advanced university degree (masters or similar) in a field relevant to housing, urban management, public policy, social sciences, international development, political science, or similar.
  • Demonstrated level experience in housing sector or previous consultancies in this area.

LANGUAGE SKILLS

  • English and French are the working languages of the United Nations. For the consultancies advertised, excellent proficiency in spoken and written English and French is required. Strong working knowledge in spoken and/or Spanish will be regarded as a considerable advantage.

OTHER SKILLS

  • Experience in the formulation of strategic plans at the organizational and sector levels and giving policy advice and capacity-building recommendations to human settlements institutions in developing countries
  • Demonstrated ability in housing sector development and facilitation of capacity development processes involving individuals, groups and institutions, in particular in multi-cultural environments
  • Specific experience in supporting local or national governments or private sector in developing countries in developing policies/programmes and implementation strategies
  • Ability to leverage funds and present the projects among international conferences, with diverse audiences and settings, ranging from National and Local Governments, to NGOs and implementing agencies. 
  • Project management skills
